Deluge 1.3.15 ignoring queue limits

very recently i had a disk failure in my server, and so I'm having to redownload around 470 torrents, I set them all to download, 3 at a time expecting the rest to be in the queue,
But now they're all trying to download at the same time, incredibly slowly
