Update from 1.13.5 to 2.0.3 on Debian 10 - Buster

my machine is running on Debian 10 - Buster.
in the Debian repositories there is Deluge version 1.13.5
this applies to the normal repo, but also for updates and back-ports
however there now is version 2.0.3
looking at Debian Package Tracker, it seems the latest version is in a different folder, which causes Debian to report, that no more recent version can be found. so, the question is: how to upgrade to version 2.0.3 ??
I know there is PPA - Ubuntu, but using that means one is mixing 2 different distributions.
