Best Deluge Settings for Saturating Connection?

I currently have 1gbps download and upload and when I am downloading it doesn't come close to saturating my connection. I'm using settings below:
- LTconfig High Performance Seed
- disabled incoming/outgoing UTP in LTConfig
followed the bandwidth tweak guide when trying to input maximum dl/ul speeds of 125,000 KiB/s tells me that the max is 99999 initially this was set to -1
I'm on Windows 10 Pro and I'm not sure what I should set my Half Open Connections to.
With these settings I am getting roughly 69 MiB/s when downloading Ubuntu
Anyway if someone with 1gbps connection would please share their settings I would love to try them out. Any other suggestions are welcomed!
