Downloads not seeding

Mageia Linux 4.14.30-desktop-3.mga6
KDE 4
Deluge 1.3.15
I'm pretty happy with Deluge but I notice that it's not seeding any files. It downloads just fine and the files immediately "pause".

Any ideas?
