[Closed] Error while open .torrent file from browser

Hello community,
I have Deluge 1.3.12 and faced with follow issue - i've got error message when open .torrent file from browser (by clicking to filename).
Screenshot is attached.
Probably problem is appeared because the path to .torrent file has cyrillic symbols (e.g.: c:\users\Илья\downloads\)
When I open file from another location withous cyrillic symbols in folder name - I have no this issue.
