[resolved] All torrents are Queued

Deluge 1.3.13 / Windows 10 x64 / Dl:50Mb/s / Up:14Mb/s
Hello, I'm a user of Deluge since years, I had to re-install it last week and since that all my torrents stay queued. I just registered here 'cause I can't find a solution.
I set the ports from random to 6881, I authorised these port on my internet box. But no change.
Should I change anything on my bandwidth rules ?
