Issue with Deluge on Win 7 after first restart

I recently reinstalled Windows 7 on my box and decided to give Deluge a go. I had about 15 torrents running, half of them completed. I had to restart my computer and I ran into a major issue. Almost all of my completed torrents, and all of my uncompleted ones, are now all in error state. I though another restart would fix the issue but no luck. The completed torrents in error state start downloading the last 1% of the file upon restarting Deluge. Any help on this matter would be much appreciated.
