I am using PIA vpn along with deluge to keep my torrents anonymous.

Every couple of days the port on the VPN stops being open and I have to restart the server. This then leaves about 6 hours of all the torrents being checked on Deluge and even worse some have to be partially re-downloaded. Why is this happening and what can I do to restart deluge safely?

Don't restart the server without ensuring Deluge is shutdown.

If it is not gracefully shutting deluged down then yes. Check that via logs and look at service timeout etc.
