Why can't I download Torrents with a VPN?

Can someone explain this to me, and I was using one of the OpenBook VPNs, and Is it just the VPN or is it Deluge
I am currently using PIA with Deluge successfully. Which is essentially what you are trying to do.
I am not not familiar with OpenBook VPN. I did look at the site briefly. It appears they may limit ports. On the OpenVPN tab it states:
"All bundles include UDP53, UDP 25000, TCP 80, TCP 443 profile"
Try changing the ports deluge uses to one of the listed.
