UPNP Not Working on Reboot

Hi all,
I am running the latest version of Deluge on Debian Jessie and connect to it from a thin client on Windows 10. Recently, when I reboot my server, and deluge starts up again, I get the 'no incoming connections' message in the status bar, testing the active port fails. If I then go into network settings, and disable, apply, and re-enable UPNP, then everything is fixed, and the active port works again. At this point everything is stable until I reboot again. Does anybody have any ideas for what might be going on, and how I can fix it?
