Deluge only downloads 1 file at a time

Deluge 1.3.11
libtorrent 0.16.18.0
I recently had a fiber connection running 100 Mb/s installed after dealing with 1.5 Mb/s DSL for years. I expected to be able to up my torrent traffic no that my bandwidth is no longer pathetic. I have Deluge > preferences > queue set to:
8 total active
4 total downloading
2 active seeding
Edit: meant to mention that the one torrent downloading is soaking up no more than 90 KiB/s. Global Bandwidth in Preferences is set:
318 max connections
-1 upload slots
-1.0 max download speed
108.0 max upload speed
50 half open connections
20 max attempts per second
Per Torrent Bandwidth is:
127 max connections
5 max upload slots
-1.0 max download speed
85 max upload speed
Also, while I'm running at about 100 Mb/s, my VPN is considerably more limited - about 10 Mb/s. I set Bandwith with this in mind.
The progress column shows 4 torrents "Downloading" but only 1 of those torrents is actually connected to seeders and peers, and is actually downloading packets.
What have I missed? According to my research, I should be able to get more than 1 torrent downloading.
Any help appreciated.

Edit: found this https://github.com/arvidn/libtorrent/issues/180 Seems equivocal about the libtorrent library, but installing 1.0 is really not likely here. Also, do_not_count_slow_torrents is not a factor - I've never used it.
