Want to upgrade to 1.3.12 through Pypi

Hi,
I'm running PCLinuxOS and our repo has deluge at 1.3.6. A recent upgrade to libglib-2.0.so.0.4600.0 results in a segfault on startup. I want to work out whether it is just a library mismatch or something else.
I'd like to upgrade deluge through Pypi so I can let the guys who run my repo that there is an issue and a fix. Unfortunately, Pypi is also at 1.3.6, so I can't upgrade that way.
Do you guys manage the Pypi version or is there someone else that I need to ask to upgrade the Pypi version?
