Can't connect to deluge and it's using all CPU

Hi all,
I'm really not versed in *nix and what little I learned I've mostly forgotten because things have been going along so amazingly well with my sab/deluge/MySQL box, I never need to look at it excelpt the occasional upgrade/update. So here goes in probably "dummies" language. If you need more information, you may need to tell me how to provide it (If you want a log or whatnot).
OK here goes.
Can't connect the windows client to deluged on the server - it just acts like it's not there.
I run top on the server, Ubuntu Server 14.04, and it's always well over 100% CPU
I tried rebooting several times - kind of my old standby when something unexpected happens. always the same behavior - deluged skyrockets and can't connect from the Windows client.
I thought maybe I could trim out some torrrents locally - I've had deluge slyrocket in the past over bad torrents. I tried running deluge-console and get the error "Failed to connect to 127.0.0.1:58846 with reason: Connection refused".
Then I thought I'd try manually removing some and found where it keeps them, the "state" folder, but that's no help since all the names are encrypted.
I did an update/upgrade - didn't notice the version number (is there a way to tell?) So I assume it's yesterday's version. that didn't help either.
Any pointers?
