Won't finish installing

When I try to install deluge (the newest version) the installer gets to the point where it is creating the start menu folder and then it freezes. I tried turning off my av and firewalls but to no avail. I also then tried just opening up the deluge.exe but it wouldn't pop up and was only listed in the task manager. Any help would be greatly appreciated!! I'm running windows 8.1 x64
