How to disable uploading / sharing / seeding completely?

Hi,

I live in a country where seeding / uploading / sharing content which is pirated is illegal. But downloading it is perfectly legal. I'm only downloading content from private trackers which allow me to pay for my ratio. Yet I can't get deluge to stop uploading / sharing files while downloading. Setting upload rate 0,001 is still technically sharing. Settings screens say that -1 is unlimited, but setting upload speed and/or upload slots to 0 won't stop uploading. Which to me seems like clear bugs in implementation not following set parameters properly.

Firewall the listening port, and block the outgoing ports?

I don't think it is possible. As for the ports, those are just for establishing the connections. Once made communications are 2 way.
