"gtk-bookmarks" file in Windows 8.1

Well it took me forever to figure out what the file that appeared in my Window's User (aka Home)Folder titled ""gtk-bookmarks" was, but once I opened it in Notepad++, it became obvious what it is. It appear to store all those handy Deluge bookmarks so I can easily more files from one folder to another.
I have Hidden that file numerous times and it always comes back if I make a change to these bookmarks in Deluge itself.
So here are my questions:
1) Is there a way to permanently Hide the file? I've tried all the "normal" steps: Right-Click, Properties, Hide File. Download a Registry Script which does the same. It stays hidden each time until I make a change. Then, like magic, it's back in my Home Folder again.
2) If it's not possible to Hide it completely, is there a way I could move it from my Home Folder to somewhere else, like "Home/Documents/Deluge/Bookmarks"? If so, how do I do that?
