.torrent files issue

just installed 1.3.11 win
why I cant make deluge to save the .torrent files?
I made it load my previous .torrents from a dir and it deleted them all
now I have no .torrents at all nor can add any new with deluge
and im very mad --->
if someone can give some light on the issue it will be nice.

Windows 7 x64, deluge 1.3.11, thin client setup.
Settings -> Downloads -> Check: copy of .torrent files to, Enter: F:\Torrents-Deluge, Check: delete copy of .torrent files on remove.
Add torrent to deluge, .torrent file gets saved to F:\Torrents-Deluge.
Delete torrent from deluge, .torrent file gets deleted from F:\Torrents-Deluge.

win 8.1 32bit (unknown client setup, just downloaded the single relevant installer)
I was doing the same yet it did not work.
but today for some reason it works!?!
maybe a os restart was required after installation.
I just want to remind that I lost my .torrent files by importing them after the install
this program is destructive and would not be in my recommended list
but today I find another issue
file/folder allocation is not immediate.
im using full alloc option
I was waiting for more than 5 min to see the folder appear in explorer and when I opened it slowly files begun to appear pop... pop...pop..
seems like it waits for some data before it allocates it since im still missing 0.00% content from torrent
that is wrong approach for me

I manually clicked on my torrents when I switched and none of them got deleted.
I thought uTorrent did the same thing with regards to allocating the full file after it tries to save to it.
