Test Active Port always fails

I have installed Deluge 1.3.11 on Windows 7 Enterprise x64 and am connected to the Internet via a MiFi device. Each time I click a Magnet link in my browser Deluge opens up with the Torrent in a "Paused" state, and it never actually starts downloading.
In the Deluge Network settings, if I press the "Test Active Port" button is displays an orange triangle with an exclamation mark. When hovering over the symbol nothing pops up but I assume this means the test failed. I have tried manually entering various ports & "Applying" but it still fails.
Upon installation there wasn't an entry in Windows Firewall for Deluge (not sure why one wasn't created) do I manually added 2 entries (for TCP & UDP on all ports). This didn't help.
I have ESET Smart Security 8 installed, so I completely disabled the ESET firewall but this made no difference.
What would cause Deluge to fail the tests?
I have installed QBittorrent and it works fine (and created its own Windows Firewall entries).
