Deluge hammering to game server stat port

I run Deluge and game servers (TF2) on same PC behind router.
All of sudden one of game servers stopped replying to stat-query from zabbix agent. Log check show up that game server banned local IP. Network analysis using netstat and wireshark show that it's a Deluge hammering to game server stat-query port. Restart OS doesn't fix this - trouble appear again after 2 days. "LSD" option is turned off in Deluge. Not sure if it's a bug-like problem or OS got hacked. Any way I can prevent this to happen again or investigate any further?
