I did this for my setup and a couple steps were a little confusing.
Download and install deluge. I used the py27 version, but either should work.
Open deluge on both systems, edit->preferences->interface->disable classic mode.
While still in the preferences on the server computer go to daemon and check the enable remote connections button.
While still on the server computer click file->quit & shutdown daemon.
Go to C:\Users\(User Name)\AppData\Roaming\deluge
Edit the 'auth' file with notepad/wordpad/whatever editor.
You should see something like: localclient:0000s0s0c0vvbnvv0f0v0f0vvf0v0f0v:10
Under that add username:password:10
Save and exit that file.
Restart deluge on your server computer.
Go back to your remote client computer.
Click the connection manager icon on top.
Click Add.
Leave the port at 58846 unless you changed something.
For hostname put the IP of your server computer.
For username and password put whatever you put in the file you edited above.
Click add again to accept your changes.
The icon should turn green.
If not you might have a firewall blocking something on one of your computers.
Can I ask why you are running the server on your laptop and the client on your pc? That seems backwards and is opposite of how I set mine up.
