Slow/non existent download speeds on RPi 2 Raspbian

Hi guys,
I'm hoping somebody could help me. I have Deluge 1.3.11 up and running on a Raspberry Pi 2 running Raspbian but I am experiencing unbelievably slow download speeds (usually <1kb/s ). The highest I have seen it reach is about 70kb/s. I have run speed test and I usually get around 2 or 3mb/s so I don't think that is causing the issue (though on my laptop I usually have around 20mb/s. Also, I am downloading directly to a USB Hard drive connected through a powered hub.
Does any body have any ideas as to what could be causing these terrible speeds? Any help of advice any one can give would be greatly appreciated
