Optimize for 1GB fiber speeds

Been torrenting first with with Azerus/Vuze, then Transmission, then uTorrent and now I've been using Deluge for awhile. So I've been optimizing my preferences using the other platforms and now want to ask about specific speed optimization for Deluge.

Recently I've upgraded to a 1GB fiber line. And I expected by torrent speeds would be a huge increase over the 12 Mbps I had before. Only problem is my torrent speed sucks now. I'm lucky to get 5 MB/s on most torrents that are private trackers with a 1,000 seeds. I've played around a bit using the Vuze calculator and trying different settings on message boards. Does anyone have a good source they can point me towards, on how to configure Deluge to be optimized to work with my new 1GB speed.

For the most part, I run PIA without port-forwarding. I use the PIA client rather than enable OpenVPN on my Asus RT-68u. Checking the PIA sever I'm connected to on Speedtest, it gives me 2,000 kBs down and 8,000 kBs up. Even with the VPN off, I still can't get above 5 MB/s with torrents.

I've tried using port forwarding with PIA, but the fastest server that allows port forwarding is only giving me a 1 MB/s speed on torrents.
