The port is opend in my rooter but still... not working. also, windows firewall allows, deluged.exe,deluge.exe,deluge-web.exe.
what causes this problem?

Okej i solved this noob problem... 
The problem was that my internet provider gave me a private IP adress to my router. Had to make it public.
