WebUI resets itself - Deluge Version 1.3.3

hi@all,
i´m running deluge on my raspberry pi.
every time reboot/restart deluge the WebUI settings are reset to default.
even though the contents of the ~/.config/deluge/web.conf seem to be correct...
this affects not only the password(which will obviously always reset to 'deluge'),
but also the port setting (i picked port 8118 for the webUI, which is correct in the web.conf, but UI will only be shown at 8112).
any ideas, what might causes the WebUI to ignore the web.conf ??
