Torguard VPN with Deluge not working

I'm running Deluge on linux mint 17. I use Torguard VPN and for many months I've had no problems.
In the last couple of weeks I've noticed downloading starts ok but then slows after a random length of time and eventually stops altogether. Restarting deluge doesn't usually have an effect, but sometimes restarting the computer gets it going again.
I've also tried setting the proxy in deluge with sock5 with authentication but the settings get ignored.
I've also tried transmission and vuze and the same thing happens with them so I don't think it is specifically a deluge problem, but I don't know where else to go for advice!
Any ideas?
