Torrents suddenly stop mid-download

I've been using deluge for a while now, and never had this problem. I have it on a desktop and laptop, and this issue is occurring. No matter what it is that I am downloading, it does GREAT for a little while, then all of a sudden the DL speed drops slowly to 0 and then nothing else happens. There are plenty of seeders, and the download is still active, but it's not actually doing any downloading or seeding. I'm running Windows 7 Premium 64-bit version. I first thought it was the new update, so I uninstalled and then reinstalled the version before but it's still doing this. I'm about 60 seconds away from putting my boot through both of my computers. Anyone have any suggestions or ideas of what to do and what in the heck is going on?
