Deluge won't download new torrents

I still have Deluge 1.3.5 running on Linux Mint 13 (It might be linux mint 14, I forget; someone installed it for me and I seem to have lost his number). Up until tuesday 11/4, Deulge downloaded fine. Now it says "No incoming connections", it may have said that before but with fast downloads. It always shows 0kb for downloads and uploads now. I tried modifying the network and bandwidth preferences to the deluge suggested configuratins, but it has not helped. How do I get this to run again?
Also, I tried downloading Deulge 1.3.10 (thinking this might fix it); Linux generally makes it hard to download new programs and when I tried this one it stated: "Software index is broken This is a major failure of your software management system. Please check for broken packages with synaptic, check the file permissions and correctness of the file '/etc/apt/sources.list' and reload the software information with: 'sudo apt-get update' and 'sudo apt-get install -f'."
