Deluge Settings - ISP Throttling

Hello All,

I've been trolling the internet for a few days now and I've tried what seems to be a billion different combinations of settings in Deluge to get the best DL speed (and yes, I am seeding on a 50 Mbps UL connection). Until recently I have been getting an aggregate DL speed of 6.7 MB/s (or 6700 KiB/s). Now I’m lucky to see 1.5 MB/s.

In addition to the various settings combinations, I've tried the following:

• Hard reset of router - reset to factory default
• Various manual port assignments in Deluge (above port 2000, no conflicts, and all successfully port-forwarded through the Firewall & Router)
• Uninstall and Re-install Deluge
• Install Deluge on different computers in the same local network
• Alternated between RJ45 connection and WiFI to the router
• bitTorrent, qBitTorrent, & uTorrent as alternatives

At this point I'm starting to believe Verizon is throttling my torrent traffic. But before I arrive at that conclusion I wanted to see if I was missing something. Here's my set up:

• 50 Mb/s (6.2 MB/s) DL and 50 Mb/s UL fiber connection...it actually runs a lot faster than this on SpeedTest
• A fast desktop PC connected via RJ45 to the router
• A fast Dell XPS12 laptop connected via RJ45 or WiFi
• A WD EX4 NAS connected via RJ45 to the router (primary storage)
• Verizon ActionTec MI424WR-GEN3I Router

Router Port Forward as seen in the router:

Deluge 1.3.7 at 192.168.1.4:49160
UDP Any -> 49160

Deluge 1.3.7 at 192.168.1.4:49160
TCP Any -> 49160

“Canyouseeme.org” on that port: "Success: I can see your service on XXX.XX.XX.XXX on port (49160)"

Here are my settings for Deluge (Note: These are the Azureus Upload Settings Calculator recommended settings):

As I mentioned previously, I am accustomed to achieving well over 6 KiB/s for these settings and the type of torrents listed above.

Any advice you can provide me that would help me to get back to this speed would be much appreciated.

Regards,
Matt

Update on this. The problem seems to be related to Deluge 1.3.7.

I'll be honest and say that I don't know enough about Deluge, libtorrent, etc. to know what the root issue is/was...simply staying my solution. Here's what I did:

1. Copied all settings from Deluge to a text file.
2. Copied the hash of torrents in 1.3.7 to a text file.
3. Removed all torrents, including data.
4. Removed 1.3.7 (including all settings folders)
5. Re-installed 1.3.6
6. Changed settings to match what I had in 1.3.7
7. Added torrents back using the hashes from the text file in step 2.

Speed immediately shot up to normal...nearly 10x that of 1.3.7.

I'll not install 1.3.7 again and I'll probably forgo future releases without testing them on a separate machine first.
