Stuck on "Downloading 0.00%"

I'm using Deluge 1.3.7. Deluged is running on a Windows 8.1 machine and I am using the deluge client (deluge.exe) through a daemon on the same machine using the default 127.0.0.1:58846 to connect to it. When I add a new torrent, it adds it to the client window but in the "progress" bar it just says "Downloading: 0.00%. It seems to always "unstick" itself, but it takes anywhere from 1 minute to 15 minutes. At that point the download proceeds like normal.
I had it all setup and working perfectly, but had to reinstall due to an unrelated issue. I thought I had used the same settings as before, but maybe I messed something up and that is the problem? I've searched the forum and found lots of "stuck on Checking" threads, but I couldn't find any pertaining to my issue.
Every once in a while the download starts immediately like it should. I've port forward a string of ports that show the green bubble when clicking "test active port" button as well.
Any ideas?
