Is the 'watch folder' gone from the development version?

Hi,
I compiled the development branch of deluge about a month ago and it has been running fine since then. Today however I tried to use the 'watch folder' feature and it does not appear to be working. I looked at the preferences dialog in deluge-console interface and it appears to be missing.
Has this feature been removed, and if so, why? I consider it most useful!
