SR: Deluge does not upload

Hi

I am having trouble with my upload ratio on all my torrents its basically 0 - 0.001 and its killing me.
My internet connection is 25/25 Mbit (up and down).
My server is running Ubuntu Server 12.04.
The VPN Server I am connected to have all ports open according to the VPN provider.
I usually get about 2MB/s download speed and all torrent sites tell me i'm connectable.
188.126.92.117 is just one of the dynamic ip's i get when using VPN on the server. http://www.wolframalpha.com/input/?i=188.126.92.117

The issue has been like this for many months now, i'm not sure if this is a bug in deluge, libtorrent or something that came with an update?
Because i used to have 2MB/s upload all the time. :S

Its also worth mentioning that I have tried without VPN and with no rules except allow all in the iptable's configurations with the same outcome/result.

Here is a screenshot of the iptables firewall on my ubuntu machine,
which I only keep to prevent deluged from transferring any data if the VPN is down, or has gone down for some reason.
Since the tun0 interface will disappear if OpenVPN goes down no packages will be allowed to pass.

As you can see all network traffic on the local network and on the tun0 interface is allowed through.

I have tried tweaking all the configurations up and down to the sides, but its all the same...

I have no idea what is wrong here and why this wont work, can somebody help me please?

EDIT 1:
I have now set the server as DMZ host and removed all previous port forwarding rules in the ISP Router and it seem to make to difference.
As mentioned earlier, I have also tried without VPN and iptables active together with the server set as DMZ host, and still...
