Deluge Still Showing Protocal Traffic with limits.

Take a look at the screenshot of my scheduler data:
You can see that no torrent should be active or downloading and uploading. Yet if you look at the screenshot below you see when I added one it is appearing as active and there is protocol traffic. I do not want to be using bandwidth unless I specifically enable it! Why is it using data?
