size vs size on disk

Hello,
I'm new to Deluge and am really liking it. However, I'm confused by some of the stats I'm seeing. On Windows 7, using NTFS, when I right click on a file in my Deluge download folder and select properties I see something like:
Size: 3.99 GB
Size on disk: 552 MB
I've always seen the numbers differ. I always thought size was the true size of the files while size on disk was the size of the files + any overhead of the file system. In this case size seems to be indicating the full size of the file, which is 4gb, and size on disk seems to be indicating the amount downloaded so far. It was 13.4% completed which seems to make this number roughly correct.
I have use full allocation on so I thought anytime a file in a torrent started to download that the full size of that file would be allocated on disk. If I recall correctly from other torrent clients I've used even a byte of the file being downloaded would have allocated all 4GBs. I'm not sure what Deluge is doing is bad, it is just different to me. Using less space is great, especially if the file never completes, but do I have to worry about file fragmentation?
