Help with Deluge Web UI 1.3.5

I have Deluge installed on my laptop I leave at my moms for downloads. I have been using it for awhile now and everything was working fine, until recently. I am running Ubuntu 12.10. Deluge Web UI 1.3.5.
I am able to access the Web UI through my routerIP:8112 and I have No-IP running, but I am unable to connect to the UI with myip:8112 or the no-ip.org:8112 I have checked my router and all ports are being forwarded to my laptop router IP. I have checked my IP on the no-ip website verses the whatsmyip.org and it matches up.
I don't understand why I am just recently having these issues. Going to my no-ip address with :8112 it would always take me to the UI now it does nothing. I have checked my router and also checked to see if my ports are listening and everything shows its fine. I have reset my router, modem, and laptop, still come up with nothing. Has anyone else had this problem? Am I overlooking something? Really need help driving to my moms just to check and see if my downloads are done, and driving just to start a download is really costing me.
Side note before asked, I would do the downloads at my house but I have dish internet and only get 10GB a month. My downloads would take forever on a 2MB connection and most files are 8GB or more.
Any help at all would be great.
