Upload slow until download complete

I'm running deluge on a feral seedbox and it has been working well for months. About 2 weeks ago it started giving me very slow upload speeds until the download was complete. As soon as the DL reaches 100%, the upload speed kicks up to several MiB/s, but by that point there are several more seeds and it is difficult to upload the full file. I'm not aware of any settings I've changed and have been told there are no issues with the server. I have this problem on files from different trackers, and even when it's the only torrent with any upload/download activity so this is obviously not a bandwidth thing. This even happens with fresh torrents where I used to be able to have a ratio greater than 1 before the download even finished. Any ideas what's causing this?
