The only plug in I have been able to install is YaRSS2.

I wanted to install CopyCompleted and Growl but when I hit "install plugin" select the egg file and hit okay nothing shows up in the plugin list.

Also, extract plugin does not seem to work.

Not a very helpful link. The OP knows how to install plugins and was able to do so successfully with YaRSS2. I was able to as well.

But like the OP, I cannot install Growl. Nothing shows up for me as well. I wonder since it's such an old plugin, it no longer works with the latest deluge version. Which sucks because I rely on notifications that are pushed to my phone via Growl.

I however will postulate that you did not read about the Python version differences and that it why you cannot install it.
