Deluge

i have latest version of Deluge on my win8 x64
my firewall is off and built in defender is on. i have a torrent active in deluge which trackers at best shows 3 seeds while my utorrent DHT and Peer exchange shows more than 30 seeds! while trackers in both clients show the same amount.
so DHT and PEX are not working in deluge while both and LSD and others are active in settings.
