Deluge
My average top speed for downloading is ~3.2MiB/s. When the download speed gets to there it starts to fluctuate randomly up and down between 1.5MiB/s and 3.5MiB/s. It almost never stays on one download speed for over 10 seconds. I can't figure out why it does this or how to stabilize it.
Is this a normal thing that happens because of the randomness of peer upload speed, or is there something wrong?
