Torrent stuck at 99.67%

Deluge 1.3.6
no plugins
I've been working on downloading this particular torrent for about 2 weeks. It doesn't have a lot of seeders (1~5 depending on time of day), and it's about 11.1GB in size. I got most of it within the first few days, then progress slowed, and finally stopped. I can leave this running overnight, and still no progress, though it says that by now I have downloaded nearly 12GB of data in total.
If I close and reopen the program, it will download up to about 1MB of data (sometimes less), then stop. I did this for a while, and that's how I got it to progress from 99.65 to 99.67, but now that doesn't even work. When I do this, it shows the number of available seeders at or close to the number of total seeders, say 5(5), then they drop off one by one. Usually it shows zero, though even with one available seeder showing, progress is slow. Every now and then I'll get a couple kb of data. If I leave this on for days at a time, I might accumulate a couple MB, but never enough to progress the file, and eventually it will error out before making actual progress. When I resume the download, it scraps the accumulated session data.
I checked this forum for similar cases. In one section, someone suggested that it was a permissions issue. I have full admin rights on this machine, and I set Deluge to run as administrator.
Next, I thought it might be a problem with my ports, so I checked, and sure enough, they were not forwarding properly. I fixed that issue, but it has not changed anything.
The folder that the file is saving to is flagged as "read only" in the properties, and I can uncheck the box and apply the attribute change all day long, but nothing changes.
I have since downloaded other files to completion without issue to subfolders in the same main directory.
Anyone got any ideas?
