Slurdge has set up a dedicated page to hold the latest alpha installer of Deluge for Windows, and here's the link:

Remember, this is still an alpha release. There won't be stable builds of the Windows version until the release of 0.5.6, but in my experience, the current installer (alpha8) is fairly usable.
