deluged "forgets" torrents on restart

It seems that, whenever I restart deluged, deluged forgets all previous active/seeding torrents. (Except for one time, where it forget all but one…) I run deluged with a upstart job as the guide suggested, and start/stop/restart deluged with sudo start/stop/restart deluged.

Is there some setting that I've misconfigured? Anyone who can point me in the right direction? I've checked settings in both flexget (which I use in conjunction with deluged) and in deluged (with "deluge-console config") but can't see spot a setting that would cause this.

In flexget, the only settings related to deluged that I've set are username, password and movedone. In deluged, my seed settings look like this:
