Question about Deluge and Proxies

I need a proxy to help me stay connected to peers, my ISP likes to disconnect them when I'm using certain trackers..
My question is which proxy do I need for this?
And could someone explain to me the different proxy types and what they do? I.E.
Peer Proxy.. is this just for request data or does all data going to peers go through it?
Tracker Proxy
DHT Proxy???
Web Seed Proxy ???
