oDownload rate

This is not a Deluge problem.
But, recently I have VERY LOW download rates (see attachment). I can't figure out what the problem may be.
I have plenty of free band, my torrents have a good seeders/leachers ratio, my settings are as usual, yet I cannot go beyond a few kb/s.
I can't see why. Only unfortunate torrents with very busy peers? Any idea?
