currently my Deluge is not starting the correct number of torrents, according to the settings in 'Queue' - regardless of whether I set them in either deluge-console or via the WebUI. I have them set to 6,5,6 and it will not start more than 3 at a time, except for when 'do not count slow torrents' is selected, in which case it will start, but not download more than 3.

this is the version I'm using (from the Ubuntu repos):
