[suggestion] add plugin for tor network tracker proxy

Hi,
I just started using tor network for the trackers (nothing else as I've read bandwidth is an issue for the tor network) because some companies are getting around to ip/torrent logging and suing.
It would be an excellent feature to have plugin that anonimizes.
Deluge is an excellent product - I have used Transmission, ktorrent, Azureus - and find deluge to be reliable, robust, and bug free. What tops my list is the web interface - very very user friendly on both my kobo & phone.
