Autoshutdown for windows

I've managed to find an autoshutdown plugin for deluge older versions, which is working on Linux: http://blog.chinaunix.net/u2/68938/showart_1900332.html (Use google translate to translate the page to English!)
Are there any similar working one for Windows for the latest version of deluge, which is - once all the downloads are complete - forcing the system to shutdown
I wasn't able to find anything like that for Windows.
