I'm trying to install deluge on my Mac (Mountain Lion). I'm following the readme instructions here ->
https://github.com/vguerci/Deluge.app
I did the build and install. However, when I trying running deluge I get an error "ImportError: No module named chardet".
Any ideas?

Those readme instructions you have linked are from the Deluge source code, the process for Mac is a bit more complicated, mainly due to building libtorrent.
Have you tried downloading and installing the Deluge.app:
https://github.com/vguerci/Deluge.app/downloads
The build process for the app is here:
https://github.com/vguerci/Deluge.app/tree/master/osx

For the record, a couple of weeks ago I tried to build Deluge on Mountain Lion w/o success. GTK-OSX not ready yet I think. I'll try again soon.
The latest Lion build on github works on Mountain Lion.
