Seriously, guys, a lot of people are dropping uTorrent because of the adware coming up and Deluge should be up to date and top notch to grab all those Windows users looking for a replacement client.

You can actually do this yourself by extracting the blob from the windows build supplied on libtorrent download site: https://code.google.com/p/libtorrent/downloads/list

using 0.16.1 from the blob you posted fixes a big issue for me with adding torrents.
with the version of libtorrent distributed with 1.3.5 every torrent you add has a destination folder automatically created, but with the new 0.16.1 version they are created on demand.
this helps with migrating from utorrent, as it takes much less time to add torrents with the 0.16.1 version and new folders will not be created for torrents you just want to recheck

The ability to postpone hash-check upon adding would be extremely welcome as well.

Just because libtorrent 0.16 has new features doesn't automatically mean that you will be able to use them all; we will need to write code in deluge to expose them.
