Deluge Forum

I just started using Deluge 1.3.5 on win 7 but nearly half of my torrents are not seeding. When i open deluge i select the paused torrents and press start. They start seeding fine but when i restart deluge, only 140 of the 373 remain seeding. The remaining 233 are on the paused mode. I open re-open deluge many times, restarted pc, and did a clean reinstall of deluge.
Here are the settings that i've changed. The rest of the settings are the default ones:

Now this is weird. I just opened up Deluge Daemon and Deluge, and all my torrents are seeding as they should! As long as i keep daemon running, torrents seed fine. The moment i go back to the classic Deluge without the Daemon running, the old problem re-appears. Can someone please tell me what is going on?

been using deluge for long time now
i think this issue started after a power loss or crash
tried rechecking torrents, but still have same issue -_-
