Is there a way to ban a slow uploader of the last piece of ?

Sometimes I want to DL something and watch immediately. The swarm is really fast, I pull down 99% at 1.7 MB/s (as in Megabytes) and then I am left with 1 connection for that last 1% at like .2 kb/s that takes longer to complete than the rest of the torrent is there a way to temporarily ban this peer and get the last piece from someone faster? Basically sometimes I would like the last 1% not to take longer than the first 99% is there any way to manually do this?
